(1) Before issuing debentures or any other type of bonds, the Fund shall obtain the prior approval of Nepal Rastra Bank.
(2) When debenture or any other type of bond is issued in accordance with sub-rule (1), the fund shall disclose the total value of the loan, payment period, interest rate, interest payment time and other details. a notice should be published in at least two major newspapers.

(3) After the publication of the notice as per sub-rule (2), the person who wants to purchase such debentures or bonds must disclose all the details about the debentures or bonds he wants. The application should be submitted to the fund with the amount attached. However, the right to make the final decision regarding the amount of debentures or bonds that a person or organization can take will be vested in the fund.
